Create a 40px x 600px image in Photoshop. Create a rectangle and cover up the canvas. Use a gradient, linear fill on the rectangle. Choose any colors you like, but make sure they go well together. You may consider using the color wheel.
Next style the body and specify repeat-x for the background image. Make sure to change the body image to match the bottom color of your image.
